Free speech is not a call to antagonize others, but every statement you make is potentially agonizing to somebody somewhere. So where do you draw the line?

Free speech is not a call to violence, but some of the revolutionary events that happened in history e.g the American revolution, the Arab Spring, Independence from colonial rule, etc. had some elements of violence. How do you relate that?
